Permissions to only reset passwords, authenticator and unlock account

We have some "admin" staff who we would like to give access to the User Accounts menu only in the Control Panel, so that they are able to reset passwords, unlock accounts, and reset 2FA. We don't want them to have access to any of the other functions in the Control Panel. It would be great to be have granular permissions for this functionality.
